Depend how you define "psych". The National Jazz & Blues Festival (http://www.ukrockfestivals.com/nat-jazz-menu.html) started in 1961, and had become a "psych"-based event by the time it was held in August 1967. That was the same month as the Festival of Flower Children, which was held at Woburn Abbey and was probably the first UK outdoor gathering to be blatantly advertised as a psychedelic event (http://www.ukrockfestivals.com/woburn-67.html).

I've got a copy of the poster for the '67 National Jazz and Blues festival, in amongst the jazz and bigger names like The Pink Floyd, Small Faces and the Move, there's Tomorrow, The Marmalade, Nite People, Adams Recital, 10 Years After, Richard Kent Style.

Not outdoor though, but the turn-up was way larger than expected.
(Jimmeh set fire to the guitar which was quickly extinguished. No one bothered to snag the guitar. Probs ended up in the local tip.)
